I have the honour to inform Your Excellency that I am in receipt of a communication from His Excellency the Governor of Hong Kong concerning the arrangement made after the termination of hostilities for providing facilities for the passage of a large number of Chinese troops through the Colony for redeployment to North China and to an informal understanding come to in this connection whereby Chinese military exercised jurisdiction over Chinese service personnel while in Hong Kong.

His Excellency the Governor of Hong Zong wishes me to request Your Excellency to draw the attention any Chinese officers who may be concerned to the fact that now that these troop movements have ceased the informal arrangement referred to above, of course, also ocases, and Chinese service personnel who may happen to be in Hong Kong, now that conditions are again normal, are subject to the normal jurisdiction of the Courte of Hong Kong ab was, in fact, the case prior to the outbreak of hostilities.
